Malta has formally joined the Global Partnership on Artificial Intelligence (GPAI), in a move aimed at strengthening the country’s international positioning in digital governance and responsible AI development.
The announcement was made by the Ministry for the Economy, Enterprise and Strategic Projects, confirming that Malta’s application to join the international initiative has been accepted.
GPAI brings together 44 member countries committed to the responsible, safe, secure and human-centric development of artificial intelligence. Supported by the OECD Secretariat in Paris, the platform connects governments, academia, civil society and industry, with the aim of bridging the gap between AI theory and real-world implementation.
The partnership promotes the practical application of AI principles aligned with human rights, democratic values and global standards of trustworthy AI governance.
According to the Ministry, Malta’s accession reflects the country’s ongoing efforts to build a digital ecosystem based on accountability, security, ethics and public trust. It also acknowledges the work of the Malta Digital Innovation Authority (MDIA) in establishing governance mechanisms for emerging technologies.

Minister for the Economy Silvio Schembri described the membership as “an important step in our national digital strategy and a clear demonstration of our commitment to responsible and forward-looking AI governance”, adding that it allows Malta to contribute to shaping the future of AI while gaining access to global expertise .
He noted that the milestone strengthens Malta’s role in international digital policy and is expected to support the development of a stronger ecosystem for AI-driven businesses and start-ups, with broader benefits for citizens.
Kenneth Brincat, Chief Executive Officer of the MDIA, stated that Malta’s accession recognises the foundation built in digital regulation, innovation and literacy, and said the Authority looks forward to contributing Maltese expertise while leveraging international insights to further strengthen the national framework for trustworthy AI.
