Over the past months the Gozo Regional Development Authority (GRDA) has consolidated its role as a policy, research, and coordination public entity shaping the socio-economic trajectory of Gozo, with its work spanning strategic planning, applied research, stakeholder engagement, and participation in several regional, national and European initiatives.
A major pillar of its activity has been the continued implementation, promotion and updating of the Gozo Regional Development Strategy 2023–2033, which serves as the overarching framework guiding sustainable development on the island, ensuring that economic growth, environmental stewardship, and social wellbeing are addressed in an integrated manner.
In practical terms, the Authority has devoted significant effort to evidence-based policymaking through the publication of numerous studies and policy papers, all of which are accessible on its website. These include analyses of Gozo’s rental market, regionality, manufacturing potential, household wealth, public sector employment, and tourism patterns, as well as regular “Gozo Business Sentiment” surveys that track economic confidence.

Such outputs are intended not only to inform national policy but also to provide a clearer regional perspective on issues that affect Gozo differently from mainland Malta.
Alongside these, the GRDA has issued formal feedback on national strategies, ranging from agriculture and labour migration to urban planning and development control, thereby positioning itself as an institutional advocate for Gozo’s specific needs within broader national decision-making processes.
Another core strand of work has been forward planning and advisory input. The Authority has prepared budget proposals, economic outlook documents, and impact assessments, helping shape fiscal and policy priorities with a regional lens. It has also explored governance-related themes, including research into autonomy options and regional impact assessment frameworks, reflecting a growing emphasis on strengthening Gozo’s institutional voice.
At the same time, the GRDA has continued to refine its own operational direction through the Corporate Plan, aligning its activities with emerging economic, environmental, and social challenges while committing to measurable strategic deliverables.
The Authority’s project-oriented role has also expanded. It has participated in various European project consortia and funding programmes, including initiatives linked to climate action and sustainability such as the Climate Funding for Cities project and the EU’s broader climate-neutral objectives. These engagements are intended to bring technical expertise, funding opportunities, and innovation to Gozo, while also embedding the island within wider European policy networks. Complementing this, the GRDA has actively sought EU funding and technical assistance, recognising external financing as a key lever for implementing long-term development goals.
Stakeholder engagement has remained a consistent theme throughout its work. The Authority has strengthened collaboration with local and national entities, including business organisations, educational institutions, and sectoral bodies, as well as through consultations, public meetings, and memoranda of understanding. This engagement extends to communication efforts such as newsletters, surveys, and public consultations, which aim to keep citizens informed and involved in regional development processes.
Finally, the GRDA has increasingly focused on thematic priorities critical to Gozo’s future, including sustainable tourism, urban regeneration (notably visions for the central area of Victoria), environmental protection, employment and skills development, and infrastructure planning such as air connectivity. Through a combination of research, advocacy, and project facilitation, the Authority has worked to ensure that development in Gozo remains balanced, resilient, and aligned with long-term wellbeing objectives.
Taken together, the Authority’s work over the last months reflects a maturing institution that is evolving from a primarily advisory body into a more proactive driver of regional strategy, combining analytical capacity, policy influence, and project coordination to advance Gozo’s sustainable development agenda.
